I headcanon that for around 20 minutes to an hour after using her quirk Himiko's hair takes on some of the color of the person she transforms into. The reason it doesn't change as much with Ochako is because of Himiko giving her blood to Ochako making her quirk view Ochako as part of herself to an extent.
